Land anywhere within commuting distance of Dublin is going to be expensive, because of its developmental potential.
Agricultural land would be cheapest, but you will want to create your pitch somewhere near a busy town or city, for most customers. Close to any big place, development potential will inflate the price, and you will have to seek planning permission for change of use.
If you could tie in your astro pitch with any of the adventure centres (often way out in isolated areas), costs might be cheaper, but you may have more limited business.

Agricultural would be cheapest to buy, but then you have to try and get it changed into development ... or you could buy development and hope for the best.
Either way, you're going to need a LOT of cash and brown paper bags to bribe politicians and County councillors.

If I were you I would enquire for information about this from the local authority or government of where and what type of land they would allow you to do this on.
