My trip was in July. It was a little crowded, but the weather was wonderful. If I could do it again, I would say mid-August. Seems there wouldn't be as many people visiting.
Be sure to get tickets to anything playing at the Abbey Theatre. Also try to get your money exchanged here, before you go, as it sometimes costs a lot to exchange it over there. Eat at Flannigan's, at least once. You can stay in a variety of hostels for much less than the price of a hotel.
Temple area is also awesome in Dublin.
Take lots of film with you or a digital camera that holds tons of photos.
Sorry I went overboard just now, but I loved my trip to Ireland, and want to go back SO badly!

Fall. However since the weather is so unpredicable, (even in the summer)I would travel whenever the time is best for you. Summer prices are higher for the same weather you get in the early fall
